More than 670 delegate accountability assemblies will take place in the municipality of Contramaestre, in Santiago de Cuba, when a profoundly democratic process begins on September 20, which will be extended throughout the country until November 15.
“From the community, we make Cuba” is the slogan of the Communication Campaign of the First Process of accountability of the delegate of the People’s Power to his voters, corresponding to the 18th term of office.
“Accountability is one of the mainstays of the process,” said Manuel Rodríguez Alfaro, President of the Municipal Assembly of People’s Power in this territory, to learn more about the preparations in this municipality in view of this important process that aims at consolidating the link between the delegates and their electors, as well as providing answers to the main questions.
“Accountability is one of the mainstays of the Cuban democratic system and one of the most effective ways in which the people participate directly in the exercise of government.
We have carried out various activities to successfully develop this important event. On this occasion we are going to use the observers, whose protagonists will be our young people, those who, as Che said, are the fundamental clay of the Revolution. We can say, with satisfaction, that the municipality is practically prepared to face this process”, expressed Rodríguez Alfaro.
He explained that, after the 70-X agreement of the Council of State to postpone it to 2023, and instead, “the delegates were summoned to be out of their work space and closely assume that direct link with the people who elected them. This agreement yielded the following results: of the 157 delegates to the municipal assembly, 95 were released from their work responsibilities, representing 60% of the total; of these, 63 were full time and 32 partially; 62 were not released due to their responsibilities, a figure that includes the directors of the Municipal Assembly and other delegates whose responsibilities did not allow them to be released. From this direct exchange with the voters, 19 proposals were received, of which 47% could be solved”.
With emphasis, he insisted on how the process will involve the mass organizations, the directors, the local administrations and the people, “next September 20, when the delegate’s rendering of accounts to their electors begins throughout the country, 13 model assemblies will be held in our municipality on that day, in our 13 popular councils, which will serve as an example for those to be held in the following days”.
Finally, the President of the Municipal Assembly of People’s Power ratified that this is an essential exercise of our democracy, in which the people will once again be the protagonist, and recalled that it is included in our Magna Carta, in its Article 101, and distinguishes the Cuban political system. The same will take place at a very complex time given the situation faced by the nation from the economic and social point of view “fundamentally originated by the tightening of the blockade, the international economic crisis and the coercive and unilateral measures of the US administration towards Cuba”.
