Fresh Offensive: OFAC Tightens Its Grip on Key Sectors of the Cuban Economy

New Offensive: OFAC Tightens the Net Around Strategic Sectors of the Cuban Economy

According to the U.S. Department of the Treasury’s website, on Thursday the United States issued a resolution that clears the way for unilateral coercive measures targeting Cuba’s electronics, manufacturing, maritime, and technology sectors. Pursuant to Section 2(a)(i)(A) of Executive Order 14404, the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury issued a new determination on Cuba aimed at the electronics, manufacturing, maritime, and technology sectors of the Cuban economy.

This step confirms an escalation in Washington’s policy of strangulation against the island. At the same time, OFAC updated its Specially Designated Nationals and Blocked Persons List (SDN List), adding several individuals and entities, modifying existing entries, and adding or updating vessel listings.

The newly added entities include Cuban state-owned companies engaged in technical and technological services, the import and export of electronic and communications products, maritime freight transport, and activities tied to the oil and maritime sectors.

In addition, Cuban-flagged vessels were added, and entries for various ships and shipping companies on the SDN List were modified. This decision forms part of the “maximum pressure” strategy that the U.S. administration has stepped up throughout 2026, a strategy that has already targeted essential pillars of the island’s economy, including energy, mining, and the financial system.

Through this new determination, the U.S. government not only widens the scope of its blockade but also reaffirms its intention to strangle sectors that are essential to Cuba’s development and sovereignty.
