As part of the actions of Cuban municipalities in the path towards the achievement of their decentralization of faculties and therefore in search of their autonomy, they will gradually enjoy the legal authority to assume and materialize the process of approval of new economic actors as provided for in the Constitution of the Republic of Cuba.
For Contramaestre as for the remaining territories of the national geography, to assume these faculties requires a preparation process to be put into practice, so it will be gradual. With this premise, a 180-day process has been foreseen at the country level, in which the municipalities that already have the technical conditions and the personnel prepared for this purpose will be gradually incorporated, with the support of the Ministry of Economy and Planning.
Initially, one municipality per province has been selected, which in the case of Santiago de Cuba, corresponds to Tercer Frente ¨Mario Muñoz Monroy¨, to act as a pilot scenario in the process of decentralization of the territorial power for the approval of the new economic actors. This will occur when the new normative provisions for these forms of management come into effect 30 days after their publication in the Official Gazette number 78, dated August 19.
The Vice Intendant of the Economy in the Administration of Contramaestre ratified that currently the municipalities are approving the applications of self-employed workers and also since 2023 those of new agricultural cooperatives, actors that are on the rise in this territory, in correspondence with the autonomy given to these jurisdictions, as stated in the Constitution of the country.
The decentralization of these and other powers to the municipality, added Cuello Mayán, must be reverted in favorable balances for the economy and standard of living of the population, since the insertion of the micro, small and medium enterprises, MSMEs, of the Non-Agricultural Cooperatives, CNA and Self-Employed Workers, TPC, in the Local Development Strategies and of the socialist state enterprise, will propitiate greater contributions in income to the Budget as well as in the production and commercialization of goods and services in favor of the people and of the country.
