Contramaestre, is one of the nine municipalities of the Santiago de Cuba geography, which with the leadership of the Municipal Electoral Council is getting ready to participate this May 4, 2024, at 9:00 a.m. in the election process for the positions of governor and deputy governor of the province of Santiago de Cuba, as agreed by the Council of State of the Republic of Cuba, an event that will take place on the same date and purpose in the provinces of Matanzas, Villa Clara and Cienfuegos.
We talked to Julio César García García, president of the Municipal Electoral Council, CEM, about the actions that mark the preparations of Contramaestre in order to develop with quality that jornada of democratic exercise.
Journalist: What are the reasons to carry out this process?
Julio César García: “As the people of Santiago are well aware, comrade Beatriz Jhnson Urrutia, who was serving as governor, was promoted to First Secretary of the Provincial Committee of the Party in this part of the country and in accordance with Law 127, Cuban Electoral Law, since that position is vacant, it is necessary to carry out this process for the election of the positions of provincial governor and vice-governor”.
Q: How is this process organized at the territorial level and what tasks mark the work schedule for these elections?
J. C.G.: “The Provincial Electoral Council, CEP, was in charge of a preparation and training process for the members of the Electoral Councils of the municipalities of this part of the country, on the Electoral Booklet that is available for this type of election as well as to evaluate the general details that will characterize its successful development at the territory level, in accordance with the Electoral Law in force in Cuba”.
Journalist: Who takes part in the election acts for the governor and vice-governor positions?
J. C.G.: “These positions are elected with the participation of the delegates that make up the Municipal Assemblies of People’s Power, at the proposal of the president of the Council of State of the Republic. In the case of Contramaestre and in compliance with the agreement taken into account by this body, it is up to the deputy for this territory, Víctor Manuel Montesino Rodríguez, in an extraordinary session of the Municipal Assembly of People’s Power, convened for this May 4, 2024, to argue the proposals made for this type of election.
Q: What other elements are pointed out by the Municipal Electoral Council, CEM, of Contramaestre to guarantee the quality of this event?
J. C.G: “The meeting to be held by the members of the Electoral Commission, the deputy appointed to lead this process here and the authorities of the Municipal Assembly of People’s Power with the delegates of the constituencies located in the 13 people’s councils of the territory, the delivery within 72 hours of the biographical summary and photo of the proposed candidates as well as the instructions for their attendance at the extraordinary session to be held on May 4, 2024 for this purpose.
In its Articles 175 and 180, the Cuban Magna Carta establishes that at the proposal of the President of the Republic and for a five-year term of office, the positions of provincial governor and deputy governor are elected by the delegates to the Municipal Assemblies of People’s Power.
