One of the delegates to the event from the province of Santiago de Cuba was René Del Toro Domínguez, resident of the Bungo-La Venta Popular Council, in the municipality of Contramaestre, who is the legal advisor of the Credit and Services Cooperative, CCS, Miguel Betancourt.
On the topics discussed at the assembly he commented, “the main issues discussed at the assembly were the problems currently affecting the Cuban deaf community. The influence of the municipal authorities in the promotion of policies that favor the deaf community, that allow the identity of the same and thus achieve their inclusion in society and as part of it is the preparation that should be given to agencies that serve the population around the domain of Cuban sign language so that they are able to serve the deaf without the need for an interpreter.
Journalist: You consider that you represented the deaf society of this province in the assembly.
René del Toro: ¨I consider that yes because I transmitted the approaches made and the concerns discussed during the preparation of the assembly in the province. My intervention was related to the non-functioning in the municipalities and the province of the agreement 9040 of the Council of Ministers, which implements the policies that must be developed in the municipalities to comply with what is stated in the Convention on Human Rights related to the attention of people with disabilities.
The discussion of the central report was attended by the Minister and First Deputy Minister of Labor, Sucely Morfa, member of the Central Committee that attends to the associations of people with disabilities and in the conclusions was the President of the Republic Miguel Díaz-Canel Bermúdez, who made a very important intervention on the interest and the accompaniment of the Cuban state so that the rights of people with disabilities are fulfilled”.
Journalist: In what period of time will another assembly be held where the adopted agreements can be checked?
R. T: ¨It should be within five years, but within two years a plenary session should be held in which the fulfillment of the agreements adopted in the present assembly will be checked. Also, the national board of directors will continue to follow up on these agreements and they are in charge of ensuring that they are fulfilled. Likewise, the National Council meets every six months where there is a representative from each province who will check the agreements and other actions”.
